Field Essay: Regulatory -Making in the American States: A Review of Theories and Evidence Brian Gerber, State University of New York, Stony Brook Paul Teske, State University of New York, Stony Brook While most studies of the determinants of regulatory policy-making have concentrated on national-level issues, state-level regulatory politics represent a productive opportunity to examine the efficacy of competing theories of the regulatory process over variable political, economic, and demographic conditions. In this paper we discuss the significance of state-level regulation to broader theoretical understandings of policy-making. We review a broad set of recent empirical work in the context of three models of policy-making: principal-agent theory, Gormley's salience and complexity model, and Lowry's dimensions of federalism model. The relative effectiveness of the three approaches in explaining the dynamics of political controls or influences over state-level regulation is assessed in order to point to future theoretic directions for the field. We conclude by suggesting the need for a greater integration of incentive-based and issues-based explanations of regulatory policy choices in the states. This project focused its concentration upon the eruption of violence and the implications of racially motivated criminal actions. A specific incident which caused tensions to nearly roar occurred in Eltham, Kent when a young, eighteen year old Stephen Lawrence was murdered mere yards from his home by still unidentified white assailants. Perceptions within the public eye were such that racial discrimination was often spoken about by the witnesses, the family of the victim and others involved in the investigation. Though arrests were eventually made, no convictions were ever managed, the case remains open. After some deliberation and thought I chose to study racial discrimination in policing because I felt the consideration of public perception of racial discrimination in policing Eltham, Kent would be the most appropriate use of this information and an in-depth analysis of the processes and procedures in policing would facilitate understanding. Research was conducted to include true to life accounts of the entirety. This was the reason for seeking out governmental inquiries and files that would give accurate and even eye witness testimony of the events that occurred on 22 April 1993 in the brutal death of Stephen Lawrence. The methodology of this project was to develop the viewpoint of the various inquiries and police accounts along with the eyewitness accounts during and after the incident that erupted in the death of Stephen Lawrence more than a decade in the past. The impact of the work performed proves that one's perception of events rarely coincides with another's. There have been two inquiries into the events that transpired and resulted in the death of Stephen Lawrence in Waltham, Kent on 22 April 1993. Neither inquiry resulted in arrest and conviction of those responsible nor would those arrested at the time of the incident have been convicted, instead they were acquitted of the charges against them due to lack of evidence linking them to the crime. The inquiries were held to reveal the inadequacies of policing and the automatic perceptions of race implied or otherwise in the methods utilized while working to discover truth in the midst of mysterious occurrences. The evidence of these incidents would be documented several times in several testaments to the incident, including The Stephen Lawrence Inquiry, Report of an Inquiry by Sir William Macpherson of Cluny as advised by Tom Cook, the Right Reverend Dr. John Sentamu, and Dr. Richard Stone in February 1999. A treatise titled Racist Murder and Pressure Group Politics written by Norman Denni s, George Erdos, and Ahmed Al-Shahi from the Institute for the Study of Civil Society in London first published in September 2000. Since the easy of entry into the microbrewery business is low, that resulted in about 3000 new microbrewers into the market. When there became too many options available for the consumer, Jim Koch should have approached the situation and avoided the risks of the companyââ¬â¢s shares from falling, right when they saw stocks going down. He could have also approached having a more aggressive growth approach when the company went IPO. They could have avoided the company from becoming part of the niche market, which is still the case today. If he would have been a little more aggressive when they went IPO, they could have invested money into a brewery where they can meet their demands, not over exuberate the expansion. Also, they could have invested in finding the right marketing campaign like using celebrities or just advertising the beer to capture consumerââ¬â¢s attention. They really needed to create a type of quote or motto people would remember, just like Dos Equis and Coors light. Boston Beer Company has failed to that and for that reason their growth is still at a steady pace where is still not part of the big dogs yet. Since they focus so much on differentiation as their strategy, why couldnââ¬â¢t they capture consumerââ¬â¢s attention quicker and faster? In the 1990ââ¬â¢s, Jim Koch should have changed his company from getting into a niche market into a general market, so that today he still does not need to prove or go bar to bar, to ask them to carry their beer. It should be a first option when someone is opening a bar to have Samuel Adams beer because the consumers love it. He failed to do so by not taking advantage in the 1990s and he will still have to do the same beer pitch to bars, because of his mistake.

The name bend was derived from ââ¬Å"Farewell Bendâ⬠. This designation was used by the early pioneer that refers to the Deschutes River, where the town is platted. Deschutes country, Oregon is the principal city of Bend Oregon, Metropolitan statistical area. The population was 52,029 at the 2000 census and has grown to over 75,290 as of 2006. It is located at the edge of Ponderosa pine Forrest as it transferred to high dessert plateau, characterized by junipers, sagebrush, bitter-brush and little water.Tourism is one of Bends largest sectors. The cascade lakes are large draw for tourists. Some of the recreational activities include downhill and cross country skiing, hiking, biking, rafting, golfing, camping, fishing and more. Bend also a home to the Deschutes Brewery; the largest in the city. It has also hosted the Bend film Festival bend film. Bend was previously the only metropolitan area west Mississippi without a public bus system. Funding was acquired and bus service began on a limited basis.In terms of their government, they appointed commissioners assigned to its respective duties. Markets, as Carruthers and Babb describe it in chapter 1, are the particular supply and demand of any given good or service that are exchanged for a value of money with certain given information. As Wright and Best describe in chapter 3, this way of organizing an economy allows for an effective way to step up an economy. Additionally, it gives the maximum freedom to buy and sell as one pleases. Such markets can take place in any number of forms and are influenced by societyââ¬â¢s expectations, religious practices, politics, our relationships with those around us, and many other ways. Without the government to regulate these things we not be able to sustain these now vital and constructive institutions. This state interference in the market, good or bad, has a profound effect on parts that ripple into the whole of the market. This relationship in the market is on grand scale, but the social institutional relationship does not always have to be. The relationships that we have with particular people also greatly affect how we interact with the market. Particularly in regards to cultural and societal expectations. When someone goes to college they are expected to get a MacBook for school from their family as a parting gift. When someone gets a big promotion they buy a new car or sometimes even a new house to show as a visible announcement that they have improved their life.
